Born November 13, 1924, in Guilford County, North Carolina, Osteen was the son of John Luke and Ruth Osteen. A graduate of the United States Military Academy, he was a veteran of World War II, the Korean Conflict and the Vietnam War. He earned the rank of Major General. He was also a graduate of the Harvard University Business School Advanced Management Program.

Upon his retirement from the U.S. Army after 35 years, Osteen and his wife, the late Patricia Hannum Osteen, moved to Brevard, where he was employed as a broker for Interstate Johnson Lane, which later became Stifel Nicholas.
